Baru-baru ini, isu proteksionisme berhembus kian kencang pasca keputusan pengesahan American Recovery and Reinvestment Act oleh Kongres AS. Undang-undang tersebut tidak hanya menjadi payung hukum paket stimulus ekonomi Amerika Serikat sebesar US$825, melainkan juga memuat jurus-jurus tertentu yang ditujukan untuk melindungi industri Amerika Serikat yang terancam rontok digerogoti krisis.
